NHL Provincial Draft

In the modern NHL, amateur players are drafted by teams via the Entry Draft, after which players are typically signed to a three year entry-level contract.  After signing his contract, the player either plays for the NHL team, is assigned to the franchise's AHL club, or goes back to his junior team if he is still age eligible.  Although this system of drafting prospects makes the most sense and is how all major sports leagues in North America operate, it hasn't always been that way in the NHL.  Prior to the 1963-64 season, the league implemented its first Entry Draft, allowing the six teams (this is prior to the first expansion in 1967) to have equal access to prospects.  Instead, franchises owned and operated junior teams across Canada, which, in turn, operated amateur clubs.  The NHL teams also were free to spend as much money on scouts as they wanted to and placed these scouts in towns all throughout Canada, and eventually, the United States.  This allowed the NHL club associated with that area scout to typically have the first opportunity to sign a prospect.  Upon finding a prospect, a team could sign him to one of three forms: an "A" form, which signed a player to a tryout, a "B" form, which gave the team the right to sign a player in exchange for a signing bonus, and a "C" form, which gave the team the player's professional rights.  A "C" form could only be signed by a player who was at least eighteen or by his parents.  When a player signed with a team it wasn't the same as signing a three year entry-level deal.  Instead, a player was committed to that team basically for the duration of his career, as this was before the days of free agency and a player's union.  All of these aspects are part of the reason why teams like Toronto and Montreal were able to build dynasties during the early years of the NHL, since they could sign talented players at a young age and then keep them for the duration of their careers.  This was especially true of the Canadiens, which was the only team in Quebec during the Original Six Era and therefore were able to sign nearly all of the French-speaking Canadian players.  Beyond that, the team was also able to fill up their junior teams with talented prospects from Quebec, ensuring that they would have a continuous flow of young, talented players for decades.

I decided it would be a fun exercise to re-imagine the NHL if all of the teams were comprised of players within their geographic sphere.  That means that all players from Canada and the United States would be subject to playing for the team closest to them while all European-born players would either be considered free agents or would be drafted in a separate draft.  For this exercise, I used the player's birthplace as his location, not where he grew up or played junior hockey.  I also tried making it as accurate and detailed as possible by measuring the distance between a player's hometown and the nearest NHL club, if there were two franchises within similar proximity.  For example, the Staal family is from Thunder Bay, Ontario which is actually closer to the Minnesota Wild than the Toronto Maple Leafs.  Also, with the three New York City metro teams (Islanders, Rangers, and Devils), I gave the Islanders any players from Long Island since that's where they used to play and I used the locations of the teams' arenas as their reference points.  So for the Rangers, I used Queens which is where Madison Square Garden is, Brooklyn, for where the Islanders now play at the Barclay Center, and Newark, New Jersey for the Devils where the Prudential Center is.  I also didn't factor in player salaries or make any attempt to keep a team salary cap compliant. It would have just taken too much work to deal with salaries and the validity of the exercise would have suffered, since the NHL didn't even have a cap until after the 2004-05 lockout.

The results of the exercise are certainly in line with what most people would expect if NHL rosters were based on location.  Most of the Canadian teams have really strong rosters with many extra skaters that wouldn't even make the team.  The only exception was Ottawa, which is located between Toronto and Montreal and had a very small geographic radius that they could claim. For American teams, Boston, Detroit, and Minnesota would have the best rosters.  Boston has access to the entire northeast region of the United States and even Prince Edward Island in Canada, Detroit has all of Michigan as well part of Ontario, and Minnesota has much of the upper plains and some of Western Ontario.  I think ultimately that a league based location-centered rosters would be more competitive that I initially thought, especially when considering that non-traditional markets would still have access to all of the talent Europe has to offer.  So while the Canadian teams plus Detroit, Boston, and Minnesota would have the largest concentrations of North American talent, the rest of the league could supplement their rosters with players from Russia, Sweden, Finland, etc.  This exercise was a lot of fun and I think that there will be additional exercises of this type in the future.
